one month gap to 10 years ILR

Dear senior forum members,
My husband is completing his 10 years after one month of our recent visa expiry date. I am applying for extension on Tier1 Entreprenuer and he will apply on dependant visa. We are ideally wanting to go for premium service for ILR (Long residence). While he is completing 10 years during my application decision procedure;
1: Should he wait for the outcome of my application before he apply for ILR on long residence?
2: Should he vary his application as he complete 10 years?
3: Should he withdraw his application and go for premium service application for ILR?
Is there anyway that he can vary his application type and go for premium service as i think withdrawing may cause break in continution of 10 years.
Can anyon please help with these questions.

I think the question i asked sounds complicated. I would like to rephrase it;
What can be the best option for a persona waiting for visa decision; to vary his application.
1: Should you just fill in vary application form and send it to home office
2: should u withdraw your application to go to premium service
