Can Tier 2 General apply 28 days advance for ILR?

Hi,
I could not find an answer to this, but please could some one confirm if a Tier 2 General applicant can apply for ILR 28 days in advance in the 5 year period?

Can somebody please clarify :-
I understand that 28 days can be calculated from the visa issue date which can be different from the UK entry date.
Between my first Tier 2 visa issue date and entry inot UK there was a gap of around one month.
However, after two years, I moved to another sponsor and got a new Tier 2 visa.
So my 5 years is made up of 2 separate Tier 2 visas, under such a case can I still apply in advance of 28 days before my original visa isssue date?
