Query about ILR financial requirement

My wife is due to apply for ILR in August 2018. I rely on cash savings to meet the financial requirement .
Yesterday I opened a new savings account for 1 year in which I get monthly interest but I am not allowed to withdraw this money until the 12 month period is completed .I know under the present rules that if I open a new account in Jan 2018 in which I can get access to my savings I will have the necessary 6 months which is required but I am a little worried in case before this time the government extend this period .If this did happen could the visa be refused and what are the chances of this been extended .
