Which form should I use after 2x3dlr

I applied asylum but refused and granted 3 years discretionary leave on 02/2011 because my husband settled in here ,I renewed in time, but it took one year to get the second leave which it expires on 02/2018.
Now I have already completed 6 years,but now it is very confusing now, hope some one can help me
1 .can I apply for ilr now? Or do I have to wait until 28 days before my current leave expired?
2. Which form can I use? I always think I have to use DL form, and post apply only, but I went through this website, I saw lots people use premium services on the same day? Can I use that too?
