FLR(DL) or SET(O) form after 6 year discreationary leave

Dear Friends,
I have been given discretionary leave after asylum refusal in 2011:
FIRST DISCRETIONARY LEAVE (DL) ISSUE DATE: 04-04-2011
FIRST DL EXPIREY DATE: 22-03-2014
DATE OF APPLYING FOR THE SECOND DL: 24-02-2014
SECOND DL ISSUED DATE: 10-09-2014
SECOND DL REXPIREY DATE: 02-09-2017
My first question is when is the legal qualifying time to apply for settlement? I mean Would the length of time in which the Home Office took to conclude the application for my second discretionary leave is counted toward the six-year period to qualify you for settlement?
My second question is which form I should fill in because I am confused with FLR(DL) and SET(O).

You will qualify no sooner than within 28 days before 4 April 2017. Time take by HO to process your application is counted towards your legal stay.

As a refused asylum seeker, you use form FLR(DL) and apply by post.

Do I need to take English knowledge and life in the UK test when applying for settlement on FLR(DL)?
I have passed Life in the UK test in 2014 and sent the original certificate to Home office when applying for my second 3-year discretionary leave not knowingly. They did not send me the original one back but I have a colour copy of it . My question is : Is it valid if I apply for settlement in April or for naturalisation later.

I understand that they are not required for ILR but you will need both for citizenship.

I am in the same situation. I was granted DL after a failed assylum in 2011, I extended it after 3 years and the HO took more than 13 months to grant the extension.
Now on the FLR(DL) guidance notes, it states the below
"You have to be in the UK to make an application using this form. Please do not send in your
application more than 1 month before your current leave expires, or it is likely to be refused as you
will not have completed the required period of leave if you apply too early."

Fromy your experience, am I allowed to apply now because it has been more than 6 years since I was initially granted my first DLR?
Can I use premium service?

Please update us when you applied ILR

we are in same situation me luqi
and i have booked premium service in December 17

there are confusion situation some peoples have been graning on seto and some are not

so let c we are taking risk
