10 years continuous residency ILR-UK law or European law

Dear experts,
As we all know,UK government is converting EU laws into UK laws.Could someone please let others know if ILR through 10 years continuous residency law is UK law or European law?

It is UK immigration Rules and NOT EU rules.

Quick question. Could it be that 10 year rule is somehow related to human rights act and government can not abolish it without repealing human rights act first? Thank you.

The ECHR and Human Rights Act have nothing to do with the EU and continue to apply to the UK even after Brexit.
