ILR Application .... Urgent question! Urgent help

Hi,
I am in the process of applying for ILR next month and I have been given penalty notice back in 2015 under section 1, 1968. I had a fine to pay of £90 only and I didnt go to the police station and they didn't take fingers print or anything at all.
My question is do I need to declare it in my application for ILR and if so, where should I declare it?, also, will it have impact on my application ?, and how long normally you have to wait before penalty notice is spent?,
