ILR based on EEA Residence card

Hi,

I have been in the UK for 11 years and thinking of applying ILR
the first 7 years with UK student visa and last 4 years with EEA family permit.
I married to an EEA national and he was a student in the past 3 years without CSI.

can those 3 years count as for the 10 year residence period for ILR?

No, as without CSI your husband wasn't exercising this Treaty rights during these 3 years.
