Need help to understand SET(O) apply after 6 years

Hello everyone need help to understand my husband was granted visa in 2011 and then he had twice 3 years extension now have to apply for ILR I call to home office they told me He have to apply with for SET(O) after 6 years Other not cover by application. Can anyone tell me please where to find information what documents any help please
