10 Year Long Residence (ILR)

I enter in the UK on 23 September 2007 as a student valid leave until 31 October 2010.
On 24 October 2010, I applied for Further Leave to Remain in the United Kingdom as a Tier 4 General Student and I was granted until 28 August 2011 to continue my studies. On 22 August 2011, I went back to my home country. I applied for Post Study Work (PSW) Visa from my home country and I enter again in the UK on 15 December 2011 for 2 years up to 30 November 2013. I applied for Tier 1 Entrepreneur visa on 28 November 2013 and was granted on 10 December 2013 until 18 December 2016. I applied for Tier 1 Entrepreneur Extension on 17 December 2016 and still waiting for a decision.
My 10 years are going to be completed by 23 September 2017.
I need advice that can I make * same day or postal application For ILR 10 year long residence basis on 25 August 2017, which means 28 days before completing my 10 years or shall I wait until 23 September 2017 to apply for the same day service.
Also what is the procedure to vary my application from Tier 1 Entrepreneur Extension to ILR (10 Years Long Residence)
