ILR after DLR

Can someone on DLR apply for ILR on long residence basis? (Given that ten years legal stay includes time being spent on DLR at the moment)

All categories of legal stay count, even visitor visas.

I thought so, some so called legal advisers have given contrary advice to a poor chap. Thanks
