OK so my timeline is:

March 2013 - arrival in UK on Spouse Visa
Nov 2015 - FLR approved - BRP expires June 2018

January 2018 - US passport expires

so my questions are:

1 - Am I eligible to apply for ILR in March 2018 or do I need to wait until 28 days before the June expiry date on my BRP?

2 - Once I get my US Passport renewed in Jan 2018 - do I need a TOC to change my name on my BRP as I will be changing it to my married name? Or can I just wait until I apply for ILR in my new name?

Yes.

You would normally need to apply for a new BRP card. However as you will be applying for ILR soon after new passport, you might be ok.

You would normally need to apply for a new BRP card. However as you will be applying for ILR soon after new passport, you might be ok.
