ILR Premium upgrade

Hi all
I have sent my tier 1 ent extension application back in June.
In the mean while I completed 10 years and sent set LR in September by post. It's almost one month that I haven't recieved my biometrics.
Now I wanna upgrade it premium service. I sent PU application twice but no success. Plz I need some good advice. Thanks
