ILR (LR) Complication

Hi, I applied for ILR (LR) on the 5th February 2017 having spent nearly 11 years continuously living in the UK with a tier 4 visa. I sent my application by post but then I moved from Scotland to England without changing my address (a honest mistake because I thought they would send response via email) and I missed a letter from them on the 25th Feb informing me that there was a payment issue (my bank didn't release the money). Obviously I did not receive the letter and I was not aware of the situation.

My employer check (dated 29th March) was positive and I have occassionally received email from home office telling me that my application was still processing. it was't until i called them in early asking for the statue of my application (6 months service standard) and they told me that my application was rejected in May due to a non-payment issue, which i wasn't aware of at the time. I have immediately sent a change of circumstance form to update my new address in England and one I received the rejected letter I followed its instruction to make a fresh application with a pre-paid cheque to eliminate any potential payment issue. However my latest employer check came back negative and I lost my job. The negative employer check says that I made a application after my previous leave expired. My employer sent another check but still the same result. I made my fresh application on 8th Sept (with 28 days of knowing the initial payment issue from the resent home office rejection letter) and I did my biometric on the 4th Oct.

I have contacted my Local MP and she has written to the Home office explaining my circumstance. I now have no job, no income, on the brink of becoming homeless, massive uncertainty about my future all because of a change of address issue. I first entered UK when I was 14 and now I am nearly 26. If any of you can give any advice about my case then please leave a commet!

There is no 28 day period anymore. It is now only 14 days. Important to note a rejected application is not the same as a refused application. You also don't state the date you got the letter of rejection. What is the exact wording of the letter, without any personal information?

The employment check would be accurate as you have no valid leave to remain and submitted an application out of time.

Surely after 10 years in the UK you would know that HO writes to you by post mostly, particularly if they require additional information or there is an issue with your application?
