stolen passport with ILR

My husband is Ghanian and has a ghanaian passport with ILR , in UK. I am British .
Whilst in Ghana his passport has been stolen . He is waiting on a new passport to be issued and phoned British Embassy to ask about getting ILR document , he has a photo of original ILR and was told they do not deal with this . How does he get back to UK without it ?
