Why does a BRP of an ILR have an expiry date of ten years?

Current cost is £56 (postal). Why is it unfair? Is it unfair that you have to renew your passport every 10 years or your drivers licence? £56 is neglible if you calculate the total cost to get ILR ! In most cases its easily more than £10K +
