ILR: PBS dependent Tier1 delayed entry query on booking PEO appointment

Dear members,
My first Visa stamping was on 25/02/2013 as Tier1 General Partner and I came to the UK on 04/03/2013.
Currently am on a PBS dependent VIsa which expires on 20/02/2018.
From the below guidance says I can count from 25/02/13 for 5 years of residence requirement in the UK.

Does it mean I can book for PEO appointment or apply by post any date after 29/01/2018?
