Today my solicitor received a letter from home office it said my application was refuse and I didn't apply for admin review .So they issued a bail for me.but I or my solicitor didn't get any decision from them.still don't know what was the reason for refusal.
My solicitor said he will send the letter to the home office and let them know we have not get any decision. Them they will give us a chance to apply for AR again.

You need to ask your solicitor to follow that up with UKVI. What is your immigration history ?

Firstly you need to ask your Solicitor the reasons given for refusal in the HO notification letter.

I think you should have varied your application to 10 year route after Jan 2018 whilst waiting for a decision, That would have enabled you with appeal rights, Now you need to pay again around £2400 to apply under 10 year route, Your Solicitor should have notified you or you should have searched the forums about other options. Now you need to act quick to enter in to 10 year route, If the application to be refused under any circumstances, You got 51% winning chance in the appeal. If not you will end up with JR which have 0.3% winning chance

JR has nothing to do with immigration rules. If you apply for SET(LR) it will be refused with the same reason

If the self employement ID was not genuiine, the best thing to do is leave the country and forget about the UK. If it was genuine, challenge the decision by all means available to you. Don't worry about any further visas or anything else, just clear your name. Once you've cleared your name and demonstrated that your self employment ID was genuine, then you can worry about what your other visa options are.

I think you should apply for ILR LR if you are eligible, because they refused you 245(d) not 322(5), but I am not sure that are you still eligible for LR as they refused you in March where 14 days gone already but still you have chance for JR, I will suggest you to do both if possible.

SET(LR) yes but will be refused with the same reason

No. JR has nothing to do with immigration time spent
3.Im his dependant on tier 1 to ilr visa. my 10year gonna be complete November 2019.can I go for another visa category FLR(HRO) because I have a special need daughter. If his jr succesful.can i move back to his his visa as dependant.
For ILR under PBS route you need to be on PBS route. If he gets SET(LR) your ILR clock will be rest to zero. It all depends on the outcome.

Was the self-employment genuine? If not, there is no advice we can give you that can help you remain in the UK.

You've missed the point. Unless you confirm whether the self-employment was genuine or not, no one can advise the best way forward (if any) .
