How early I can apply for the permanent residence?

Hi guys

I am from Egypt and I am a spouse of a British citizen. How early I can apply for the permanent residence, here is my timeline
Got married in June 2013 (I was on a student visa)
Applied for the first visa in Feb 2014
Applied for the second visa in July 2016
My visa expires on 12/01/2019

The question is, How are early can I apply for my permanent residence (considering, I will do premium appointment), I have work travelling commitment which requires travelling to Spain in September (The Spanish visa require a valid UK ILR for 6 months before the travelling date).

What was the date of issue of your spouse visa in 2014 (exact date)??

You cannot apply for ILR any sooner than within 28 days before you reach 5 years residence on the spouse visa.

Are you applying and sending life in the uk test and english test as well or there is no need?
