ILR for TIER 2 General Exempt Salary Threshold

Hi,
I wanted to apply for ILR under Tier 2 General and my salary is below £35,500. But my job falls under the shortage occupation list. 2126 - design and development Engineer. To be eligible for ILR do i need to satisfy both conditions is
1. PhD level job listed in the Codes of Practice
2. has a shortage of workers (shortage occupation list)
or is either of it, as my jobs is not phd level but comes in shortage occupation list.

Wqs your last Cos a shortage occupation one?

SOC 2126 is a non shortage on Appendix J and also appear on the shortage list in appendix K.

Yes my last COS and current Cos both are under shortage occupation list.
As stated in appendix k I think 2126 Design and development engineers comes in shortage occupation list. Can you please confirm

Any thoughts about cr001. As it is confusing it is in shortage in one appendix not in other.
Can you please share link for appendix j. As when I have seen it was on the list
