Applying for ILR

Hi
I came in the uk april 2014 on settlement visa and applied for my extension as spouse in jan 2016 and got my extended visa in feb 2016.i got my brp and the expiry date on it was august 2019
Now i got two questions
1: Am i suppose to apply for my ILR before the 28 days of the expiry date written on the brp (as in is that when my visa expires?)?
2: or if i should apply it before the 28 days of my 5 year completion in the uk which ends in april 2019 ?
