Part time work under transitional agreement- ILR for tier 1 entrepreneur applicant

Asking this for someone who applied to enter the route before April 2014, approved around October 2013. She will apply for ILR in October sometime.
She has two employees-
The first has been working full time for 14 months.
The second has been working part for 15 hours are a week and has worked for about 22 months.
The question is whether 15 hours a week for 22 months will count as 11 months full time under the transitional agreement or whether part time work only counts when combined with another part time job to show 30 hours a week?
