Help required-Eligibility date

Hello,
Can some one please help me, I am very much confused about my eligibility date.
My tier 2 visa started from 21-11-2013. Previously on PSW.
I will finish my 5years on 21-11-2018.
I have booked my ILR slot for 25th Oct 2018 assuming I can apply on or after 24th Oct 2018. Now I am bit confused am I still with in 28 day period? Also can some one please let me know whether I can apply on or after 24th Oct 2018 or only I can apply on/after 25th Oct 2018.
