ILR after Family Reunion visa refused and in appeal

My father came to the UK as a student in 2003.
He got refugee status in 2011 to 2016.

I came to the UK on family reunion visa in 2013 which was valid until 2016

My father applied for ILR on the base of 10 year long residency in 2014 and he got british citizenship in 2016.

I applied to extend my family reunion visa in 2016 but it was refused in 2017 which is still pending on appeal.

I have been in the UK from 5 years .

I want to know that can i apply for ILR because my status has not been changed yet my family reunion status is extended by 3C leave becauss my appeal is pending.

If i can so which form i need to use?

I applied to extend my family reunion visa in 2016 but it was refused in 2017 which is still pending on appeal.
What was the reasons for refusal??

Because my father was granted british citizen on base of 10 years long residency in 2015 . And i was turned to over 18 but my appeal is still pending and my family reunion visa is extended by 3C untill appeal conclusion.
I have been here from 5 years on family reunion visa as a dependent of my father who was refugee and now british.
