Waiting for more than 17 Months ,ILR eligible soon

Hi all Membres,
I am waiting for more than 17 months for my Tier 1 Extension out come.
I am on 200k route with my wife and 2 kids dependent(born abroad) .
1 born in uk 2 and half year old , have not applied her extension

my timeline is as
Got intial tier 1 visa on 27/01/2014
came to uk 01/04/2014
my dependents came to uk 07/06/2014
applied for extension 27/05/2017
in Dec 2017 HO ask for further documents like Payroll, P-32,P-11 etc
After that i have not heard any thing from HO.
Partial IHS refunded 11/01/2018
i am eligible for ILR 29/12/2018
my current company was established on 07/04/2016
i got 6 employee 3 started 07/04/2016 Full timer still working
1 started on 01/07/2016 still working
2 part timers,

i got few questions
1-can i apply ILR on 29/12/2018 ?
2-as i told earlier my family came uk on 07/06/2014, Are they eligible for ILR on same date ?
3-is my job creation Fullfill the ILR requirment?
4-do i need to Pay Health surcharge again ?
5-Do i need to Pay Visa Fee again?
6-Do i need to submit all documents again from day 1 or i can update documents from the date i applied extension ?(bank statements and proof of investment)
7-can i get back my wife ,s passport from HO to sit in B1 english test exam.?

Yes

Yes
3-is my job creation Fullfill the ILR requirment?
You need 104 weeks of full time employment
4-do i need to Pay Health surcharge again ?
No
5-Do i need to Pay Visa Fee again?
Yes, you and your dependents need to pay the fees for SET(O). The fees paid for extension will be refunded later
6-Do i need to submit all documents again from day 1 or i can update documents from the date i applied extension ?(bank statements and proof of investment)
Yes as you technically did not get points for investment and becoming the director within 6 months of being granted visa.
So you must prove these during your ILR
7-can i get back my wife ,s passport from HO to sit in B1 english test exam.?
You must now apply online and the new UKVI visa service will not retain your original documents at the appointment.

Further to post last time
i requested HO to get my Spouse ,s passport back For Secure English Language Test B1 ( because trinity college do not accept Driving licence as ID),they respond back "We can not return the passport while the application is still being considered"

i need some advise what can i do now ?
what other options are available for SELT ?
I am main applicant ,
can i vary my application (not my 3 Dependents) to ILR ?
or what is best for me to wait.? out come of my extension or vary to ILR.

You can all vary to SET(O). In your variation letter explain that your spouse needs to take a test and request the passport to sent back. You can quote the HO guide that says:
If you are not satisfied with a B1 qualification you must ask the applicant to take a test with one of the providers on the current SELT list, at an approved test centre.

That must have been a mistake on part of HO to not return the passport. How did you make the request ?
