You qualify for ILR 28 days before 19th Feb 2019.

You can start filling out your online form whenever you want. It allows you to send a link to your email so you can return to your application later in order to edit etc. I heard you have to return once before 6 weeks otherwise the application form is dicarded.

However, important to note is that only submit and pay for your application within 28 days of qualifiying period NOT before that.

Thank you. Hope the last week of Jan or first week of February should be good. However I was advised to apply after completing 5 years (i.e after 19th Feb 2019). Are you aware of any strange cases being rejected due to this reason? Many Thanks

If you apply AFTER 19th Feb 2019 (assuming that is your expiry on BRP) your visa will be expired and you will be an overstayer. Your ILR will be refused. You definitely have to apply BEFORE 19th Feb 2019 upto a 28 days befor that.

If your leave is valid after 19 Feb 2019, then applying in-time, after 19 February 2019 when leave is still valid is also okay. However, you may also apply no sooner than 28 days before the completion of your qualifying period and before your leave expires.
