SET(LR) Date of Application(When to submit online app)

Dear All,
This board is a blessing for thousands of families who get best advices even which solicitors are not fully aware.
Moderators like CR001, Vinny, Zimba and Marcnath are making selfless efforts to advice the struggling families and individuals which is highly appreciated.
My situation:
I will be completing 10 years in Feb 2019 and eligible to apply from 19 Jan.
I would like to know when can i submit online application. Even if we book the appointment earlier with UKVCAS for super priority(24hrs) option for 19th Jan 2019. In this Scenario, Which date HO consider for Date of Application?
I'm aware of the present rules which allows us to make appointment within 45 days of reaching qualifying period and PSC(existing) are getting closed on 29th Nov.
I'm guessing HO will be coming with some guidelines after 29th Nov but in case if anyone know the rules will be beneficial.
I will have to make an application for FLR(M) for my wife too and our visa is expiring in 1st week of Feb. I am worried if HO consider date of application submitted online as original date of application then we will loose our fees.

To make it easy for yourself, it's better to assume the application date is the date of the decision

Thanks for your kind response Zimba.
It means we can go ahead by submitting our applications in December for our January appointments.

For I formation so make sure you don't apply and submit online too early.

Appointments cannot be booked until the online application has been completed. All customers will be able to attend the new service within 5 working days.
You should not apply before you are eligible as the date of application is considered to be the day you submit your online application.

In this scenario, I must wait until 19th of January to submit an application and try to get appointment same day or the next. I hope UKVI will come up with similar rule like it used to be for PSC.

The new system has far more centres and applicants are able to secure appointments within 5 days of online submission.
Nothing has changed in regards to the 28 days before concession!!

19th Jan is my 28th day backwards to reach 10 years residence.

At least until there is more clarity and because appointments will be available within 5 days of online submission and many more centres that the old premium service, I would suggest you apply online on or after 19 January.

One more question to ask,
Should i apply FLR(M) for my wife at the same time as me or wait until i get my decision. Because there is no point of making super priority appointment for her on 19th.
Please advice

You should ask your FLR(M) questions in the Immigration for Family sub forum, link below, as these questions are not relevant or appropriate in the ILR sub forum. However, she can apply once you get ILR as if you apply at the same time and your ILR fails, her FLR(M) will also fail.

Bhai my 10 years are completing on 16 feb 2019, please advice me if i can apply on 19th Jan 2019. According to 28 days rule.
