Set (M) - English Language Exemptions - Old Certificate

Hi,
I've gone through the recent posts to find an answer for my question but I could not find one specific to my situation.
I got my entry clearance in November 2013 on a spouse visa on 5 year route. As part of my application, I took an exam and got Cambridge ESOL Level 2 Certificate in ESOL International, (aka First Certificate) with grade C1 CEFR.
I succesfully used that certificate with my entry clearance and then with my FLR application even though it was removed from the approved tests by HO at the time (Sept 2016).
Now for my ILR application, I am asked to prove at least B1 level from their approved/recognised tests, https://www.gov.uk/government/publicati ... uage-tests
I did my research, as in before my FLR application, and got to that information:

Part 3 - Exceptions
3.2 In the following circumstances an applicant will be deemed to have demonstrated sufficient knowledge of the English language and about life in the UK:
(b)(i) the applicant has provided specified documentary evidence of an English language speaking and listening qualification at A2 CEFR or ESOL entry level 2 or Scottish Credit and Qualification Framework level 3;
Part 4 - Specified Documents
4.1 Where these Rules require an applicant to demonstrate sufficient knowledge of the English language and of life in the United Kingdom, the applicant must supply the documents or information specified in paragraphs 4.6 to 4.14 below.
4.13 The information or evidence specified for the purposes of paragraph 3.2(b)(i) (evidence of English language speaking and listening) is:
(b) a certificate or other document issued by an awarding organisation that is recognised either by Ofqual, the Welsh Government, or CCEA that:
(i) is issued in England, Wales or Northern Ireland in respect of a qualification listed as an ESOL qualification in the OFQUAL Register of Regulated Qualifications, and
(ii) shows that the level of speaking and listening skills attained by the applicant met ESOL entry level 2;
**I checked Ofqual"s website and the test is listed there.

First of all, it"s so annoying that such information is so hard to find.
Secondly, I am still unsure about using my old certificate, having called UKVI twice on the subject.
When I first called, the guy from UKVI said if it is not on the list then I have to take a recognised test. He didn't acknowledge the exceptions part.
The second woman also suggested me to take a test. she couldn't talk for sure and left it up to me as it was a risk.
Now I am between wasting £150 and half of my day for a test that is clearly not necessary or risking my ILR application and end up with FLR and a loss of £k's.
What would you advice?
