Main Applicant got ILR through Tier 1 G

my wife (PBS Dependant )
issue date 14/02/2014 (she entered in to uk on 14/04/2014)
extended 31/03/2016 until 31/03/2019.
she will qualify for ILR 5 year route on 31/03/2019.

q1- which date earliest she can apply 28 days before issue date or entered uk date?
q2 - absences (she was 189 days absences in 2018 ) - but pbs dependant absences not consider if initial and entension visa issued before 11 jan 2018??

any ideas?
