Child ILR only after other parent's ILR ?

Hi Team,
After getting ILR for main applicant (father), in order to apply for child's ILR (born abroad), does it required to have other parent's ILR (mother) also?. I see note in gov.uk as below for eligibility for children.

"You and your child’s other parent must both be settled in the UK legally, or currently applying to settle, for the child to be allowed to settle."

Queries:
1. After getting mother's ILR only, child has to apply for ILR?
2. Can mother and child apply ILR in same application as they are PBS dependents?. Both are dependents on main applicant.

Please advise. Thank you

Yes, both parents must have ILR or applying at the same time as child.

Include child when mother applies. No need to wait or apply separately.
2. Can mother and child apply ILR in same application as they are PBS dependents?. Both are dependents on main applicant.
Mother is MAIN applicant on SET(O), child is DEPENDENT if you already hold ILR.
