Query re dependants

So i am on Tier 2 General and am currently eligible for ILR.
I plan to do my dependants one at a time to spread the cost as their visa is still valid till September 2019.
I had a few questions -
1) My son who was born in the UK and is one and a half years old, has an Indian passport and a Tier 2 dependent visa cause we had taken him out of the country.

a) So do both parents have to have ILR for him to apply?
b) Am i right in understanding that he'll be eligible under form MN1? He doesn't need to apply for SET M/O like my wife?

2) Do we know if fees for ILR will be going up again in April 2019 yet?

a) So do both parents have to have ILR for him to apply? only 1 parent
b) Am i right in understanding that he'll be eligible under form MN1? He doesn't need to apply for SET M/O like my wife? He is eligible to register as British Citizen via MN1 form after you receive your ILR

2) Do we know if fees for ILR will be going up again in April 2019 yet?

It'll me under section 1(3) correct?
Is there a priority service for applying under MN1? The fees mentioned were only for normal postal applications if i am not wrong?

It depends if you apply by post or through the new UKCVAS service. Citizenship fee doesn't change regardless of how you apply.
