Confussed ILR

My wife will be applying for her ILR visa but I am unsure about 2 things,

1. I cannot get my head around this 28-day rule does it mean you can apply within 28 days before you get to 5 years living in the UK, or you have to apply 28 days before your visa runs out. My wife example is she arrived on the 31st Dec 2013 and here current visa runs out on the 19th March this year.

2. The company I work for (xxxxxxx) stopped doing paper wage slips in July 2018 meaning half the payslips I have will be printed from the company web site. Has anyone else had the same issue? I will have my manager write a letter explaining the company changes and get him to sign each printed copy is there anything else I could do will this be a problem?

1. No sooner than within 28 before completing 60 months residence, counted from the date of entry to the UK. She could have applied in December last year already.

2. You need to get them signed and stamped by HR or a letter.

Hello CR001

Thank you for your reply to question 1 I would like to wait until mid-Feb as if I applied now I would not have earned over £18,600 over the last year, this is because in Feb 2018 I took unpaid leave to have a number of weeks in the Philippines this resulted in my pay for Feb 2018 being £260, if I wait another month this wage slip will not count and I will be over the £18,600 I do have savings in the bank to cover the shortfall but feel it would be better to get over £18,600 without relieving on cash savings. But would it be a problem applying with only 3-4 weeks before the visa expired?

You can apply at any time before the visa expires but no sooner as I have stated.
