I will be applying for ILR based on Tier 1 Entrepreneur (5 years) route this April. I along with my dependants, have moved to a new address (changed the county) last May. I was just going through something online and found this link

Do I need to inform Home Office via the form (link above) Or just apply for ILR and fill form SET O?

If I have to fill migrant change of circumstances form then shall I fill 3 other forms of my 3 dependents as well?

PBS visa holders are required to inform HO when their address changes, on the form you have posted. This ideally should have been done shortly after you moved last year.
