Confusion about application for Extension or ILR (Tier 1 5 years route)

Dear Respective Members of the forum,

I really need your help for one of my colleague who is in a state of chaos. Please give us advise as this forum
is always useful for us.

Following is the scenario.

Came to UK Jan 2010
Got Tier 1 Entrepreneur Initial 20/04/2014
Extension Applied 19/04/2017
Got Interviewed Oct 2018
Refusal Received 15/03/2019
Applied Admin Review 26/03/2019

Now what are the options available:

Should he go for Extension application again or he can apply for ILR based on 5 years completion after
the conclusion of admin review which will be roughly after 19/04/2019. Dont know if 3c is broken already
or going to break after the conclusion of admin review.

or

should he change the category and apply for tier 2 if he is eligible coz not sure if he can carry on the business.

How is he a 'colleague' if a Tier 1 Ent cannot work for an employer??

What were the reasons for refusal??

Section 3C protection comes to an end if AR is refused. He needs a valid visa to apply for ILR and must meet all the requirements.

If he can get a sponsor he could do that. If AR is refused, he will not be permitted to work, not for his business on the payroll or for a Tier 2 sponsor, until he is granted a visa. He cannot continue his business if on Tier 2.
