ILR - Long Residence - 10 year route - Date of Application

Hi,
Come July, I would have been in UK for 10 years and qualify to apply for ILR in Long residence (10 Year) route.
I remember reading a Guidance document in UKBA website which says that one can submit ILR application 28 days before they complete their qualification time. I.e., approx 9 years 11 months.
I couldn't find the guidance document anymore in their website. Think it has been removed.

Can you please confirm whether I am right about applying 28 days in advance?
Also, can you please provide the link to the document that says so?

You can apply no sooner than within 28 days before the 10th anniversary of the date you entered the UK. Nothing has changed regarding this rule/concession.
