ILR Granted- Even with low cohabitation proof

My dependents have been granted ILR even we had very little cohabitation proof
Applied on the basis of pbs dependent (Not Set M)
My dependents came to UK in 2014 but I were using my aunty's address for all correspondences and my wife uses my aunty's daughter's address for 4 consecutive years. Although we were living at along with our children at third place where it was hard to get the post.
My understanding is that if the application is based upon points based system, less emphasis is given to cohabitation proof and if it based upon set M, a strong cohabitation proof is required

In Cohabitation proof, we had only council tax letter of July 2018 in joint name
Besides that
Bank Statement One page of 2019 and one page of 2018 confirming address
My DVLA
Me and My Wife's P60 For 2018 and her p45 for aug 2018
Voter registeration letter Jan 2019
English translated and attested copy of Marriage Certificate- Nkah Nama
Her National Insurance issuance letter
Children birth certificates
We do not provide and letter more than 2 years ago except National insurance issuance letter which was date 2012 (she visited earlier in 2012 as my dependent in psw category)
