SUPER PRIORITY REFUND

Hello everyone
I am posting on behalf of my friend.
He used super priority service and applied for ILR (LR) after varying his application from Tier1 Entrepreneur. Received following email reply from UKVI within 24 hours of biometric submission.
“Since you have varied your application and we now begin considering it fresh. We expect to make a decision on your application in two months’ time and if this is not going to possible, we will write to you again”.
Super priority refund is not mentioned anywhere in the email.
Shall he ask for refund?
Or
He is not entitled for refund as UKVI replied in 24 hours of biometric submission.
