Came to UK on 05/2009 as dependent of old-style work permit,
Left UK on March 2011 and renter with fresh entry clearance on 05/2011 with Tier4 visa valid 05/2011 to 09/2014
Tier4 leave was curtail on 08/2012 (Existing college “A” offer to transfer/partial takeover to other college “B”, so took admission and after 8 month some student got letter saying they have to leave the UK as they do not have right to leave , college “B” admitted the error as no such thing called partial takeover from college “A” to “B”. but I have not got curtailment letter)
so, I Applied Tier 4 on 12/2012 with college “B” and got visa 02/2013 to 06/2017
Based on above curtailment HO refused today saying my application was out of time.
I have FLR(M) valid Visa until 09/2017-05/2020, so no 30-month visa offered and no appeal right.
I have lot of letter confirmation from college A to B and confirmation letter of takeover, also college B existing currently.
So, my question is there any option in such case or do i wait until FLR(M) on 5 years route?

It says
date:05/2012
case type :curtailment consideration - T4 general student,
outcome : Curtail - No R. O. A
Status category : Curtail leave-sponsor ceases to have a licence CLS.
Condition code :2
Expiry date :10/2012

Does anyone know what does it mean "No R. O. A"? Just trying to find out I got curtailed or it was not pursued as I neven got any letter, not even in SAR.

Possibly No Right of Admission (in a college).

One more thing they have mentioned I am on human rights visa.
FLR(M) is spouse visa of sattled/British person right?
I am not sure in refusal they mention your current leave on human rights will not impact as you have leave until 05/2020.

Refusal is based on out of time application in 2012, Does this will impact in the future when i apply ILR based on FLR(M) 5 year route?

It means no right of appeal.
