She can apply no sooner than within 28 days before 18 September 2019.
There is no longer a same day premium service center option.
You have standard service (8 weeks decision) or super priority (£800 extra for a possible 24 hour decision).
You apply online and scan/upload your documents and make an appointment for document check and biometrics at UKCVAS Sopra Steria.

Dear Croo1,
thanks for your reply,
I meant in the post super priority service.
I am wondering still OK to apply 28 Days before completing the 5 years in the UK, as You know the decision will be within 24 Hours.
Regards

The above applies. The date of application is the date you submit and pay online, not the date of your ukcvas appointment.
So make sure you do not apply too early. Members have been refused ilr for applying too early online.

thanks CR001 for your reply,
is that mean I submit the application online not before 21 August and the super priority appointment not before 21 august 2019?
regards

The date of your appointment is irrelevant.
You cannot apply and submit online before reaching the 28 days before 18 September

Is there any issue if she applies with standard service which can take up to 6 months? because here visa will be expired before the decision come up.
