Long Residence Continuity

I’m new to this forum. I’ll highly appreciate all expert advices.
I received refusal letter for permission to appeal from UTT today, hence my appeal rights have been exhausted. Now, I’ve 14 days to put up a new application. So far I’ve spent 9.5 years on various visas with no break in long residency and Section 3c.
If I apply a fresh application and don’t hear the decision until I complete 10 years, would I be eligible for ILR on the basis of long residency after completing 10 years? Please reply in light of recent June 2019 (Ahmed Vs Secretary of State) judgement.
