Ilr application could me made or not

Hi Everyone,
I initially came as a student on 11th sep 2009 studied 4 years and applied for another course 4 years and studied that till 2018 March. Then I applied for flr before my visa expired in March. This visa got refused in jan 2019. In the 14 days period I reapplied for another flr application and later changed into Tier 2 visa. Initially my tier 2 was refused and then had to appeal in admin review.
My question is: is 3c has been continued during my visa rejection and am I eligible to apply for ilr. When should I apply, is it on 14th or 15th August.
