I will be 10 years in the UK on the 25th Aug 2019. I want to apply for the IRL before the 25th, does the 28days early application iapplies for SET (LR)?.

Yes. You can apply for SET(LR) within 28 days of completing your lawful 10 years of residence. 10 years starts from the first date of entry to the UK
