ILR refused

Hi everyone,
I just received an email from HO saying my application for ILR has been refused and letter which explain their decision will follow.
so below is my story....
came in the uk in july 2010 as a student, met my wife who is British and we got married in 2012, I the submit my application as a partner which was refused under the financial requirement and English test.
I contacted a solicitor which advise to appeal and we challenge their decision... after the appeal i was granted LR for 30 months under 10 years route in September 2014 which then expired in feb 2017.
After the 30 months i then submit an application for Further leave to remain as a partner FLR (M) under 5 years route using the premium service in February 2017 which was granted. from 2017 until 15 August 2019.
so on 18th of July 2019, i then submit an application for an ILR based on 7 years marriage to a British...
i have chosen the super priority service to get thing done quickly. To my horror to receive the bad new saying my application has been refused.
so now im panicking as what could be the reason,, would i get a right of appeal at least?
please help

You need to have 5 years under the FLR M to apply for ILR and NOT time spent married to a British citizen. In other words, the refusal was correct. Sorry!

According to your message, you got the FLR(M) in Sep 2014 and you should have waited until August 2019 to apply ILR. You can apply ILR not earlier than 28 days of your 1st FLR(M) approval date.
I think, you will need to submit the new ILR application. Please be careful about this 28 days rule. You didn't mention which date you received your first FLR(M). So, if u got it on Sep 30th 2014, u can only apply after Sep 2nd 2019.

No, the user clearly states they got FLR on the 10 year partner route, ie FLR(FP) and NOT FLR(M). The user applied for the switch to the 5 year route FLR(M) in February 2017, so would only qualify for ILR in February 2022.

After the refusal letter how long do I have to wait before submitting a fresh application? Or can I reapply straight away.

Are you sure the letter did not offer you FLR for 30 months and ask you to pay the IHS??

the HO has said in its letter that i should make a new application for FLR within 14 days, no refund available FOR THE PREVIOUS APPLICATION

There never is a refund for a refused application. Anything you apply for now you have to pay again.

So in 2022 will I take another life test in UK .. or I should submit the one I did in 2019 ... Same with the english test
