Hi, i am about to apply my SET(LR) application and want to describe my immigration history on a cover letter.
Just wondering who will be the addressee on the cover letter and what will be the address?

“To Whom It May Concern” is a letter salutation that has traditionally been used in business correspondence when you don't have a specific person to whom you are writing. It should be fine to use it.
