Hi all. I am not sure if this has been answered but if we can only apply for ilr 28 days before visa expires and the decision takes 8 weeks to conclude, does this not mean we are illegal at some point?

If a valid application has been sent before expiry then you will be covered by virtue of section 3c until decision.
