Agency Worker-Who is Employer?

Dear Immigration Gurus,
Applicant is going to apply for ILR
Applicants Husband is an agency worker
He is contracted with agency to work but his payslips and P60 come from Umbrella company.
who should he mention as his employer on the application form and obtain the employer reference letter?

You should mention in the cover letter that he is using umbrella company to get paid. If he's got contract with the agency or end client, the should provide him the employment ref letter.
