Bank letter which can confirm my account opening date of Jan 2010
Marriage certificate
My child birth certificate
Council letter for address proof

Thanks in advance

Yes, as long as you are eligible on the day of your decision

The date of application is the date you pay and submit your application online. Biometrics date is irrelevant. You can only get a bio date after you pay and submit. So make sure you only pay and submit when you qualify.

So you mean I can't pay in Nov 19 when I am taking date for Dec 19.

As zimba said, according to the guidance if the decision is made on the day you qualify (even if you submitted and paid for your application earlier i.e. you made an early application before you qualify) the CW should consider the day of decision if it favours the applicant to consider it as an in time application. However, if there is no urgency, I would not risk it.
