Applying for ILR Online before the 28 days !!!

HI guys
I have got a couple question to ask please if some body can answer !
can I apply for ILR online before the 28 days but I don't wont to book any appointment yet
or can I just start to fill the application and NOT to send it yet as I have only 1 week to apply ?

Date of application is the date you submit and pay online.

thanks CROO1 OK CAN I JUST START TO FILL AT LEAST HALF OF IT ? AS YOU KNOW IT WILL TAKE ALONG TIME TO FILL IT IN

It appears your first FLR(M) was granted in December 2014?? What was the exact date of approval and your BRP card?

My FLR(M) application timeline:
switching from 10 year route into 5 years partner route
30/10/14 - Application posted Special Delivery -
31/10/14 - Application received by Home Office Durham
06/11/14 - Payment of £601 taken through a cheque
08/11/14 - Acknowledgement letter received dated 03/11/14
14/11/14 - Biometric invitation letter received dated 12/11/14
14/11/14 - Biometric fingerprints given at the PO
06/12/14 - Approval letter received dated - 03/12/14 plus all documents back (visa approved)
09/12/14 - Biometric Resident Card received
Took exactly 5 working weeks

So you qualify to apply within 28 days before 3rd December.

In this topic I've asked whether the online application or UKVAS appointment counts for 28 days rule and was told it's the appointment.

Entered the UK on a spouse visa 29/11/2014
Paid online on the 29/10/2019
Attending appointment on 04/11/2019.

You were NOT advised that it is the date of appointment. You were advised that it should be fine if eligible on the day of decision (which is not necessarily the date of appointment either).
Date of application is the date you submit and pay online. Nothing in this regard has changed.

ANY HELP WOULD BE MUCH APPRECIATED
I'M IN THE PROCESS OF APPLYING FOR MY ILR AND I CAME CROSS A QUESTION SAYS :
For either the UK or any other country, have you ever been:
Refused a visa
Refused entry at the border
Refused permission to stay or remain
NOW I REMEMBER BACK IN THE DAYS WHEN I WAS ILLEGAL IN 2011 I HAVE APPLIED WITH MY SOLICITOR ON THE ( ZOMBRANO JUDGEMENT) ON THE GROUND OF MY BRITISH WIFE AND BRITISH DAUGHTER AND MY APPLICATION WAS REJECTED BECAUSE I WAS STILL MARRIED WITH MY WIFE AND NOT SEPARATED SO THE (ZOMBRANO ) DOESN'T APPLY TO ME BUT MY APPLICATION WAS JUST REJECTED BUT NOT REFUSED !! NOW DO I ANSWER YES OR NOT TO THIS QUESTION

PLEASE I HAVE GOT ANOTHER QUESTION REGARDING
1-Did you meet the knowledge of English requirement as part of an indefinite leave application made on or after 28 October 2013
NOW I'M ON 5 YEARS ROUTE ON THE SPOUSE VISA ans I have passed my b1 livel
now what to answer YES or NO

HI , CR001 can you please kindly help me with the two above question please as I'm in the really stressful time , and this application caused me and my family a big stress , thank you i really appreciate your help

You answer no. It is an error in the form as you are applying for ILR.
