Hi all,
I have moved to the UK on 02/09/2010 and I have lived here continuously since then (Tier 4 until 2018 and Tier 2 from 2018 to now). I am going to apply for the ILR through the 10 years long residence. I had my first valid Tier 4 visa from 15/08/2010 and there is 19 days gap between my first visa issue date (15/08/2010) and date of entry to the UK (02/09/2010). I will send a super-priority (next day) application, but I was wondering if I can apply online 28 days before the entry to the UK or 28 days before the date that my visa is issued? I would really appreciate if you could please help me with this.

Is that different than 5 years route?

For 5 years it is up to 28 days before the 5th anniversary of the date of issue of their entry clearance provided they meet all the requirements for settlement.

Yes it is different rules for 5 year routes and 10 year routes.

Different 5 year routes also have different requirements.

It is not one rule for all ILR applications.
