Does flr reconsideration continues 3c leave

Hi all
I came in uk March 2010, I applied for extension before visa expire which success until 2014. However my visa got curtailed and I got 60 days letter . I applied tier 4 extent before it expire I got refusal with appeal right which I win in the court and granted two moths visa . I applied again tier 4 before it expires and again I got refusal with no right of appeal. I went judicial review and HO send consent letter, I withdraw and grant visa again. This time I applied for flr before my visa expires, HO again refuse me and I sent PAP claiming to reconsider. HO replies me that they are reconsidering the decision and will get back to me within 3 months time . However it’s been a year never heard of anything .. so my question is can I apply for ILR ..

No you cannot apply for ILR. Unlike the normal appeal process, time spent pursuing JR is not covered under section 3C unless UKVI at some point reverses their original decision and give you visa

I applied FLR when I had visa . Then they refuse and send pre action protocol. Within a Week they replied that they reconsidering refusal decision and not to proceed further jr procedure. So my question is FLR is still pending isn’t it

It looks like it. I suggest to apply for SAR
